Engineered as an ICV means the bike must meet all regulations as of the date it is finished and the papers processed. Very expensive process and I doubt that that bike would meet the requirements. It would probably be over the 550 rule to start with.

I think the shaft your talking about is what is known as a "jack Shaft"….

Can be used to space out the chain or switch sides of bike.
