Tigerbob is correct, It used to be legal in SA, under 25kph, but the pushbike riders complained when they got made to wear one at all times. So, it is the law to wear one whenever you ride. Not sure on all states regs. Or, the cost of the fine, if you get caught without one. Just found this for SA r...
