If it is any consolation, I believe that there is still a law on the books that allows a person in a horse drawn carriage to urinate in the gutter as long as they "perform" against the wheel facing the kerb.

Generally speaking you do not need a DOTARS permit for just the engine. Clean and drained will make Quarantine happy.
